is felt that irrespective of the fee-paying capacity of special gifted
children, proper opportunities should be provided to them by providing them
quality education so that they can move ahead in their life faster. Such
education will help these rural students to compete with their urban
counterparts.
Salient Features of Navodaya Vidyalayas

Navodaya Vidyalayas select their students on the basis of a qualifying
examination called Jawahar Navodaya Vidyalaya Selection Test and which was
earlier created, developed and organized by the National Council of Educational
Research and Training, but now these examinations are conducted by the Central
Board of Secondary Education. carried out by the Board. This exam is
conducted every year at all India level and at district and block level. This
test is subjective and class-neutral and has been designed to ensure that it
does not cause any inconvenience to rural children.

Mainly children from rural areas are admitted in Jawahar
Navodaya Vidyalayas. There is a provision to give admission to rural
children in 75 percent seats. Seats are reserved for children belonging to
Scheduled Castes and Scheduled Tribes in proportion to their population in the
district, but this reservation should not be less than the national average. One-third
of the total seats are reserved for girls and three percent for children with
disabilities.
Co-educational
residential school with free education
Navodaya Vidyalayas, which are affiliated to the Central Board
of Secondary Education, provide free education to gifted children from class 6
to class 12. In Navodaya Vidyalayas, admission is given at class-6 level
as well as through lateral admission in class-9 and class-11. Each
Navodaya Vidyalaya is a co-educational residential institution, in which
arrangements have been made to meet the expenses of free food and
accommodation, uniform, text-books, stationery and rail and bus fare for
commuting home. However, a partial fee of Rs 600 per month is charged from
the students of class 9 to class 12 as Navodaya Vikas Nidhi. SC/ST
students, girl child, disabled students and children from below poverty line
families are fully exempted from this fee.

Compliance with the
trilingual formula
There is a provision to follow the three-language formula in
Navodaya Vidyalaya Yojana. The third language taught in Hindi speaking districts
is associated with the migration of students. All Navodaya Vidyalayas
follow the three-language formula, i.e. regional language, Hindi and English
teaching.
Development of National
Integration
The objective of Navodaya Vidyalayas is to inculcate the values of National
Integration through Migration Scheme. Inter-regional migration of students
between Hindi and non-Hindi speaking areas is done once for an academic year in
class 9th. Efforts are made to provide unity in diversity and better
understanding of cultural heritage through various activities.
Establishment of Jawahar
Navodaya Vidyalayas Navodaya Vidyalayas are established
in rural areas across the country. The state government has to provide
free land and rent free temporary buildings for setting up Navodaya Vidyalayas.
To establish, fund, maintain, control and manage schools
(hereinafter referred to as 'Navodaya Vidyalayas') and to do all such work as
may be necessary or conducive to the promotion of these schools. Their
objectives are as follows:-
To provide qualitative modern education to the gifted children,
mainly from rural areas, irrespective of the socio-economic status of their
family, incorporating important components like social values, environmental
awareness, adventure activities and physical education.
To provide facilities of teaching in a common medium i.e. English and Hindi at
an appropriate level throughout the country.
To provide basic curriculum to ensure comparability at the level of all schools
and facilitate understanding of our mixed culture and traditions.
To progressively move the students of each school from one part of the country
to another in order to promote national integration and enrich the social
spirit.
To act as a focal point for improving the quality of school education by
providing training to teachers and mutual exchange of experience and facilities
as per the present circumstances.
To establish, develop, maintain and manage hostel accommodation for the
students of Navodaya Vidyalayas. To provide financial assistance to,
establish and operate other institutions located in any part of the country, if
necessary, for the fulfillment of the objectives of the Committee.
To do all such acts as may be considered necessary, incidental or conducive to
the fulfillment of any or all of the objects of this Committee.
