The
National Policy on Education, 1986 envisaged the establishment of residential
schools, called Jawahar Navodaya Vidyalayas, which would bring out the best of
rural talent.
It
was felt that children with special talents or abilities should be provided
opportunities for rapid progress by providing them with good quality education
irrespective of their ability to pay for them. Such education would enable
students from rural areas to compete on an equal footing with their urban
counterparts; Seamlessly assimilate and integrate them into the mainstream
of the society.
The Navodaya Vidyalaya system which started as a unique
experiment is today unparalleled in the history of school education in India
and elsewhere. Its importance lies in its effort to select talented rural
children as the target group and provide them with a quality education at par

Objectives of Navodaya
Vidyalaya Samiti
To establish, support, maintain, control and manage schools
(hereinafter referred to as 'Navodaya Vidyalayas') and to do all work and
things necessary for the promotion of such schools which shall have the
following objectives
: To provide good quality modern education – a strong component of a culture of
values, including environmental awareness, adventure activities and physical
education – regardless of the socio-economic status of the family.
To provide facilities at the appropriate level for education throughout the
country through a common medium i.e. Hindi and English.
Offer a common core curriculum to ensure comparability in standards and to
facilitate and understand the common and holistic heritage of our people.
To bring progressive students from one part of the country to another in each
school in order to promote national integration and enrich the social content.
To act as a focal point for improving the quality of school education by
training the teachers in the living conditions and sharing of experiences and
facilities.
To establish, develop, maintain and manage hostels for the accommodation of the
students of Navodaya Vidyalayas.
To aid, establish and conduct other institutions necessary for the furtherance
of the objects of the Society in any part of India,
to do all things necessary, incidental or conducive to the attainment of all or
any of the objects of the Society.
Salient Features of
Navodaya Vidyalayas
Navodaya Vidyalayas draw their students' strengths from gifted
children selected on the basis of a qualifying test called Jawahar Navodaya
Vidyalaya Selection Test, designed, developed and conducted by NCERT and now
CBSE. The test is conducted annually on an all India basis and at the
block and district level. The test is objective, class neutral and has
been designed in such a way as to ensure that there is no harm to rural
children while attempting.
Reservation of Seats
Admission in Jawahar Navodaya Vidyalayas is primarily for children from rural
areas, with a provision of at least 75% of seats for rural children. Seats
are reserved for children belonging to Scheduled Caste and Scheduled Tribe
communities in the district in proportion to their population but not less than
the national average. 27% reservation is provided to OBC students in
addition to the reservation of SC and ST. 1/3 of the seats are filled by
girl students. 3% seats are reserved for disabled children.
Co-educational
residential school with free education
Navodaya Vidyalayas are affiliated to CBSE and provide free residential quality
education to talented children from class VI to XII. Admission to Navodaya
Vidyalayas is done in Class-VI with lateral entry in Class-IX and XI. Each
Navodaya Vidyalaya is a co-educational residential institution which provides
free boarding and accommodation, free school uniform, text books, stationery
and rail/bus fare to and from the students. However, a nominal fee of
Rs.600/- per month is charged from the students of class-IX to XII as Vidyalaya
Vikas Nidhi, except for the students of the exempted category.
All the students of class-VI to VIII.
All the girl students.
Students belonging to Scheduled Caste category.
ST category students.
Wards of below poverty line families.
In respect of children of Government servants other than the exempted category,
VVN will either pay Rs. 1500/- per month or the actual Child Education
Allowance received by the parents per month, whichever is less, is charged.
Following the Three
Language Formula The scheme of Navodaya Vidyalayas provides for the
implementation of the three language formula. The third language taught in
Hindi-speaking districts has been linked to student exodus. All Navodaya
Vidyalayas follow the three language formula i.e. regional language, English
and Hindi.

Medium of Instruction The medium
of instruction will be mother tongue/regional language up to class VII or VIII. After
this the common medium in all Navodaya Vidyalayas will be Hindi/English.
Promoting National
Integration
The objective of Navodaya Vidyalayas is to inculcate the values of National
Integration through the Pravas Yojana. Migration is an inter-regional
exchange of students between Hindi and non-Hindi speaking districts for one
academic year in Class-IX. Efforts are made to promote a better
understanding of unity in diversity and to develop and promote an understanding
of the rich cultural heritage through various activities.

Navodaya Vidyalaya Navodaya Vidyalayas are
located in rural areas across the country. For the establishment of a
Navodaya Vidyalaya, State Govt. To provide cost free land for construction
of school building on permanent site and rent free temporary building for
construction.
